SMeS stands for Smart Merchant Solutions, the pioneering electronic invoicing system approved by the BIR for merchants.
Electronic invoicing (e-invoicing) is the exchange of invoice documents between a supplier/merchant and a buyer in an integrated electronic format.
E-invoicing improves efficiency, reduces costs, enhances accuracy, and accelerates the invoicing process.
Implementation and Usage
Smart Merchant Solutions (SMeS) uses a web-based application which means you can issue invoices using a desktop or a mobile device anytime and anywhere as long as you are connected to the internet.

Compliance and Security
Electronic invoicing is in fact a mandate of the Bureau of Internal Revenue under Revenue Regulation 8-2022. This has initially been piloted in the top 100 Large Taxpayers in the Philippines and now, through SMeS, is already made available to individual merchants. You can find a copy of the RR 8-2022 here
Encrypted file transfers, digital signatures, and secure networks make SMeS the most secure method for sending and receiving electronic invoices.
Transition Process
The transition to electronic invoicing affects current processes by replacing traditional paper-based methods with electronic systems, resulting in significant efficiency gains, cost savings, and improved accuracy. Merchants who use SMeS to generate and issue their invoices are also no longer required by the BIR to submit a Summary List of Sales.
You can continue using your existing paper invoices if needed. However, we recommend avoiding the use of both paper invoices and e-invoices for the same transaction, as this could lead to confusion and discrepancies. For consistency and to streamline your invoicing process, it's best to choose one method per transaction. Once all of your paper invoices have been fully utilized, you can choose to shift to SMeS completely.

Billing and Payment
The e-invoice functions similarly to a traditional paper receipt but eliminates the need for printing. Instead, you can send it electronically, streamlining the process and reducing paper waste.
Manually processing paper invoices can lead to slower bill payments due to the time required for handling and delivery. For suppliers, these delays can adversely affect cash flow, making it harder to manage operational expenses. Transitioning to electronic invoicing can help expedite payments and improve financial stability for suppliers.
Each invoice will cost you Php3.00, with the first 50 invoices generated being free of charge. This allows for an initial period of cost-free invoicing before any fees apply.
At present, the cost is a flat rate of Php3.00 per invoice, regardless of the number of invoices you generate. This straightforward pricing ensures predictable costs without any additional charges based on usage.
We are constantly looking at improving our services and making our pricing competitive and attractive. Plans for a subscription-based service are definitely under future consideration
SMeS users will be billed on a monthly basis and payments can be made through popular payment methods such as bank transfers, credit or debit card payments, e-wallets, as well as Over-the-Counter options with partner establishments subject to varying convenience fees for the method of payment used.
You will receive a monthly billing statement for the SMeS service, which will cover all charges incurred during that billing cycle. This ensures a regular and predictable billing schedule for your convenience.
As an introductory offer, users who sign up and whose accounts are activated from July 26 to December 31, 2024, will be able to issue their first 50 electronic invoices free of charge. They will be billed on a per invoice used on a monthly basis. There is no lock-in period required and the user may choose to simply discontinue their use of the system so as not to be billed or to submit a formal request for deactivation of the account through the OMSMPC support ticketing system.
The cost for each e-invoice is Php3.00, with separate additional fees applicable for other services, such as bookkeeping (available in the future), depending on the plan you choose. This pricing structure allows you to pay specifically for the invoicing services you use while accommodating additional needs with separate charges.
You can cancel your SMeS subscription at any time. However, because we charge based on the number of booklets used, there’s no need to cancel your membership; simply stop using the service to avoid additional charges. You will still receive a SOA for all electronic invoices you issued that were yet unbilled after your subscription cancellation.
